Yes, it is true.  Brand new 486 notebook only $399.00. 

The base unit includes 486SLC/25 processor, 2mb RAM, 40MB hard drive (80MB 
with compression), ethernet connection, 9600/2400 bps fax modem, leather 
carrying case, keyboard, battery, power supply, DOS, Windows, and Windows for 
Pen.

The unit comes with a magnetic pen that functions both as input device and 
mouse emulator.  You can write on the screen with the unit converting your 
handwriting into ASCII readable text that can be input into any Windows based 
software package. In addition, it comes with a keyboard which allows input 
into the system.

Upgrades are available as follows:

4 MB RAM upgrade (to 6MB total) $175.00
Floppy Drive $75.00 (if needed)  Many people use a software program similar to 
Laplink which allows you to transfer all programs from one computer to another 
via the serial or parallel ports.  For some people, this program eliminates 
the need for a floppy drive.
Math Co-Processor $50.00
Extra Batteries $50.00
